Overview
Highly experienced energy attorney Lisa Dowden has represented municipal and co-op utility clients since 1986, helping community-owned electric providers in California, Louisiana and the Southwest supply affordable, reliable and clean energy to their ratepayers.
She works to help her provider clients operate in an increasingly complex, market-oriented energy environment. That aid includes litigation, contract negotiation, tariff processes, compliance advice and assistance in designing market compliance programs and training, so they can stop bad practices before they start and avoid enforcement entanglements with the Federal Energy Regulatory Commission (FERC) or the Commodity Futures Trading Commission (CFTC).
Lisa has helped utility clients craft their participation in contested dockets, rulemaking proceedings, agency enforcement actions and ISO stakeholder processes, working to create a legal environment in which her small clients can successfully operate.
She has also represented various utility systems in connection with CFTC and EPA rulemakings, advocating responsible recognition of utility needs and operations by market and environmental regulators.
