Achievements of CMMPA and MMTG in Enabling Cities to Invest in Major New Transmission.

Robert Jablon and Dan Silverman discussed the achievements of the Central Minnesota Municipal Power Agency and the Midwest Municipal Transmission Group in enabling cities to invest in major new transmission in the Upper Midwest and to secure fair cost recovery on those investments at the American Public Power Association Legal Seminar.  These successes came about through a combination of litigation and negotiations and as result of multiple Federal Energy Regulatory Commission orders and settlements.  They pave the way for others who want to follow.  The presentation outline and support analyzes cases and likely issues concerning transmission investments.  The paper analyzes capital structure issues that may be faced by municipals and cooperatives that desire to invest in transmission.
