On October 13, 2025, Jeff Bayne and Amanda Drennen presented at the American Public Power Association Legal and Regulatory Conference on Getting Through the Queue: Can the Generator Interconnection Process Be Fixed?  The presentation explained how an aging grid, influx of renewable generation, rapid resource retirements, and the AI race have combined with outdated regulatory processes to create a perfect storm of clogged and broken interconnection queues.  The presentation covered the wide range of reforms to get critically needed new generation through the queue that are under consideration in different regions of the country.  Jeff and Amanda gave practical strategies for how to ensure that public power voices are a part of these critical reform efforts.
