Representative Matters

  • Represented the City and County of San Francisco in FERC hearing proceedings regarding nondiscriminatory access to wholesale distribution service, which has included responding to discovery requests, working with experts to develop testimony, preparing witnesses for hearing, cross examining witnesses at hearing, and briefing.
  • Part of the team that represented the City and County of San Francisco in successfully challenging FERC orders in two separate proceedings. City & Cnty. of S.F. v. FERC, 24 F.4th 652 (D.C. Cir. 2022).
  • Represented the City of Orangeburg in negotiating its historic power purchase agreement with Duke Energy Carolinas, transitioning the City to a new wholesale supplier for the first time in nearly a century.
  • Represented clients in the ongoing general rate cases filed by Texas Eastern Transmission, Columbia Gas Transmission, and Southern Star Central Gas Pipeline.
  • Represented New Jersey Division of Rate Counsel at the D.C. Circuit opposing the grant of a certificate that would allow the construction of the proposed New York Transco Pipeline.
  • Represented association of municipal utilities opposing merchant generator’s reactive power compensation filing and supporting RTO tariff revisions removing reactive power compensation in the dead band.
  • Represented transmission customers opposing FERC’s proposed policy on rate-based cybersecurity incentives.
