Jim Horwood testified on May 31 before the Joint Committee on Telecommunications, Utilities and Energy of the Massachusetts legislature in support of legislation requiring cable television operators in Massachusetts to allow public, educational, and governmental access channels to have access to high definition transmission and electronic programming guides in the same manner that cable operators provide those capabilities to local broadcast channels. He testified on behalf of MassAccess, a non-profit membership organization that represents the interests of over 150 community media centers across Massachusetts.
