The Role of State Utility Commissions in Setting Policy for Responsible Contracting

Partners Scott Strauss and Katie Mapes have written a White Paper exploring the use of contractors at gas distribution utilities around the country.  The White Paper finds that gas utilities are increasingly relying on contractors for everything ranging from major construction projects to routine maintenance activities, and offers recommendations to state regulators for how they can act to ensure that utility workforces are able to ensure system safety and reliability.  The recommendations include requiring the adoption of “best value” contracting practices.  Entitled, “The Role of State Utility Commissions in Setting Policy for Responsible Contracting,” the White Paper was prepared for the Laborers International Union of North America, and can be downloaded below.
