On On March 27, Tim Lay spoke at the Local Government Attorneys of Virginia Spring Conference in Charlottesville, VA, on how the wireless facilities siting provisions of the Telecommunications Act of 1996 and the Middle Class Tax Relief and Job Creation Act of 2012 affect the siting of wireless facilities on municipal property. He and Jessica Bell co-authored the attached paper on that topic.
