Spiegel attorneys Lisa Dowden, Jessica Bell, and Jeff Bayne authored the paper linked below entitled “Decarbonization 2.0:  In an Era of Conflicting Jurisdictional Claims, What Stays, What Retires, Who Pays, and Who Decides?”  The paper, which was presented at this year’s American Public Power Association’s National Conference, delves into state efforts to reduce carbon emissions in electric generation and the related legal, market, and grid impacts of these policies.
