Katherine O’Konski represents state- and local-government and public-power clients in Spiegel & McDiarmid LLP’s energy, telecommunications and transportation practices.
Kat advocates on behalf of public power in administrative proceedings before the Federal Energy Regulatory Commission (FERC) on energy matters related to transmission and interconnection. She advises clients on compliance with FERC’s anti-market-manipulation regulations and federal antitrust laws, as well as on compliance with the Public Utility Regulatory Policies Act.
In Spiegel’s telecommunications practice, Kat has advised a public-interest client in the Federal Communications Commission’s Restoring Internet Freedom (Net Neutrality) rulemaking proceeding. She also assisted in the preparation of comments and reply comments for a collation of municipal clients in proceedings involving wireless facilities siting. In addition, Kat is part of the firm's team representing municipal clients whose “one-touch make-ready” pole attachment ordinances have been challenged in the federal courts.
On transportation matters, Kat has assisted in defending the interests of airport owners and operators in informal (Part 13) and formal (Part 16) actions before the Federal Aviation Administration (FAA) dealing with airport grant assurances and the use of airport revenues. She advises airport clients on their compliance obligations with various FAA and TSA regulations and policy.
Kat joined Spiegel & McDiarmid LLP in the fall of 2016 following her clerkship on the Maryland Court of Special Appeals for the Honorable Douglas R.M. Nazarian, the former Chairman of the Maryland Public Service Commission. In Judge Nazarian’s chambers, Kat participated in all aspects of the judicial decision making process, drafting appellate opinions on matters of state law. In law school, Kat was a member of the Maryland Law Review and served on the journal’s editorial board as Articles Editor. Upon graduation from law school, she received the William P. Cunningham Award for exceptional achievement and service.
