Closed Captioning Requirements for PEG Channels

Jim Horwood wrote an article published in the JAG Newsletter on closed captioning and related requirements affecting public, educational, and governmental access (“PEG”) channels.  In it he notes that “captioning provides an important government and educational benefit to persons with hearing disabilities” and advises that “it is advisable for operators of PEG channels, particularly those operating government and educational channels, to begin gearing up to provide closed captioning if they are not doing so already.”
